The tens are the second anchor table, taught with the twos and fives, because their pattern is the simplest: every answer ends in zero, and ten times any number adds a zero. It is counting by tens, met early. Because it is so close to free, the tens build the confidence the hard middle needs. There is essentially nothing to memorise, which is why it belongs at the start.
